Substance type is needed for a safe decision

Documented data setContainer size alone is not enough: dangerous or flammable substances may be prohibited in both baggage types.

The 100 ml rule only covers security screening for liquids that are otherwise permitted. Spray paint, defence spray, fuel, acids and other flammable or toxic substances cannot simply be moved to checked baggage.
